Mary H. Beam, MS, CIH, CSP, CUSA, CHMM

Ms. Beam has been an active occupational safety and health professional for 24 years, and has been a member of the Verizon Communications Safety Management team for 15 years. Ms. Beam is an accomplished certified industrial hygienist and certified safety professional with experience in the chemical manufacturing and telecommunications fields specializing in occupational health, industrial hygiene, safety, ergonomics and DOT processes. Background includes plant process chemistry, utility safety and innovative occupational health solutions.

Ms. Beam holds a Master's Degree in Chemistry and a Bachelor's Degree in Physical Sciences, both from the University of Maryland. Ms. Beam is active with the National AIHA and has served as past secretary of the Academy of Industrial Hygiene. Contact information:

Theodore E. Bedell III, MS. CPG, CHMM

Principal, Total Environmental Concepts, Inc. Mr. Bedell is a qualified senior level geologist and construction manager with over 16 years of direct experience in environmental consulting and remediation. He is a contributing author to the National Ground Water Association (NGWA) publication "Guidance to Environmental Site Assessments" (March 1992). Mr. Bedell has participated in and directed major, multi-million dollar projects. He is responsible for overall project and corporate management including resource management, subcontracting and profit/loss. He personally has been directly involved with hundreds of Phase I and Phase II property environmental assessments.

Sites which Mr. Bedell has evaluated include undeveloped land; residential property of all types; commercial and retail facilities; and light, medium, and heavy industrial and manufacturing sites. Mr. Bedell directs and supervises environmental investigations at hazardous waste sites and petroleum-contaminated sites. He has designed, conducted, and supervised the performance of multi-media sampling of hazardous waste and contaminated sites. He directs the delineation of contaminant plumes, models contaminant transport and fate, and performs risk assessments in accordance with federal and state requirements. Mr. Bedell has been directly involved in hundreds of petroleum tank projects including UST/AST system design, installation, upgrade, removal and closure. He has designed and implemented remedial actions at sites with soil and/or ground water contamination including RCRA and CERCLA sites.

John H. Bridges III, REM, CHMM, CSHM
Fellow of the Institute of Hazardous Materials Management, 2003

John Bridges was the Incident Commander for the world's largest anthrax response, decontamination and fumigation effort emanating from a terrorist attack. Because of his in-depth knowledge of incident management, public safety, operations and logistics, continuity of operations, and response to the effects of weapons of mass destruction he was called to establish incident command priorities for possible anthrax contamination at the largest mail-processing center in Washington, DC, on October 21, 2001. At 17.5 million cubic feet, the Brentwood postal facility, , which processed up to several million-mail pieces daily, was 175 times larger and more complex than the Hart Senate Office Building. Safety was the cornerstone of this unprecedented project based on its size and the political climate.

As Incident Commander, John managed a team of approximately 200 engineers, scientists and construction contractors, who built 21 miles of conduit and tubing and used over 78 tankers of chemicals to fumigate a building contaminated with anthrax using chlorine dioxide gas, a massive task accomplished in approximately 16-months. With significant Nuclear, Biological and Chemical (NBC) training after 20 years with the U.S. Marine Corps, John was the only trained Incident Commander in an organization of approximately 750,000 employees.

As a former Federal On-Scene Coordinator (FOSC), John immediately established an Incident Command System (ICS) to formulate tactical and strategic planning sessions for each shift from each leadership team assigned within the ICS, placing emphasis on the positive aspects of the change(s) and assured each employee of his support regarding his or her professional decision, based on supporting data.

John holds a BS in Occupational Safety, is a graduate of the Marine Corps Command and Staff College, the Corporate Environmental Leadership Program from Yale University and completed the Senior Executive Fellows program at Harvard University . In 1999, he received the ‘Environmental Manager of the Year Award’ from the National Association for Environmental Management. John received the ‘Outstanding Service Award - 2000' from the National Registry of Environmental Professionals; for his leadership and work as Incident Commander for the world's largest anthrax response and decontamination efforts he received the ‘Environmental Professional of the Year for 2002' award. During 2003, he completed the Homeland Security System Management Program offered by the National Graduate School and the ANSER Institute for Homeland Security.

Mr. Bridges served for several years on the President's Council on Sustainable Development, Environmental Management Task Force, and presently is a member of the American Society for Testing and Materials (ASTM) E-50 Committee on Environmental Assessments and the ANSI-RAB National Accreditation Program (NAP) EMS Council.

Richard T. Cartwright PE, CHMM, CPIM*

Mr. Cartwright is Vice President of Technology Marketing for MECX, LLC, an innovative technology-driven company dedicated to providing cost-effective unique "outside the box" solutions for recalcitrant environmental problems. He has over 30 years of experience helping clients solve chemical, hazardous materials, and waste management problems. He has a proven "hands-on" track record dealing with hazardous & solid waste landfills, brownfields, manufacturing facilities, chemical plants, oil refineries, and retail petroleum outlets.

Mr. Cartwright is an internationally recognized motivational platform speaker on In-situ Remediation of Soil & Groundwater, Hazardous Materials Management, Professional Certification & Ethics, and Successful Career Planning Strategies. He is a Past President of the National Academy of Certified Hazardous Materials Managers and is currently serving in his third decade on their Board of Directors. Mr. Cartwright is the author of the "CHMM Career Planning and Survival Guide". He also provides volunteer service as a Career Counselor & Coach.

He has an MBA in Operations Management from Indiana University, a BES in Chemical Engineering from Brigham Young University, and recently completed a Professional Certificate Program in Project Management at the University of Buffalo.

Stephen P. Crowther, CHMM

Stephen Crowther is the Assistant Environmental Manager for the Virginia Department of Transportation's Fredericksburg District. For the past ten years Mr. Crowther has performed transportation related hazardous materials project studies and reviews for National Environmental Policy Act documents (categorical exclusions, environmental assessments, and environmental impact statements). He is currently responsible for management of a broad range of environmental compliance and commitment issues leading to NEPA document development for the Federal Highway Administration.

Mr. Crowther has enjoyed working on environmental concerns for 24 years with private consulting and government agencies. He has been a Certified Hazardous Materials Manager since 1991 and served as past Treasurer of the National Capital Chapter - ACHMM. James R. Foster, CHMM

Mr. Foster is the Director of Environmental Consulting for
Consolidated Engineering Services, Inc. (CESI). In this position, he manages a staff of environmental professionals in the ongoing environmental management of client properties and investigation of potential acquisitions for clients. Mr. Foster provides project management, leads environmental site assessments, and conducts technical review of project documentation. Mr. Foster is the immediate past president of the National Capital Chapter of the ACHMM.

Mr. Foster has over 23 years of field experience in environmental project management; compliance auditing; environmental impairment liability audits; hazardous waste site investigations; environmental sampling including nonpoint source water, ground water, point source, surface water monitoring, soil, and air; and asbestos abatement project management. As the Director of Environmental Consulting at CESI, Mr. Foster is involved with responding to the varied needs of clients such as the deleading of the George Washington Bridge, response actions at the Pentagon after September 11, investigation and remediation at the Lorton Prison Complex, and environmental management of multiple sites for several property owners and managers.

David Gunnarson, PE

Mr. Gunnarson is a senior environmental and chemical engineer for Lockheed Martin in Manassas, Virginia. In his 23 years at that facility he has held a variety of technical and management positions. His current responsibilities include environmental management systems, air emissions permitting, product safety, semiconductor process gas engineering and construction management. He completed a complex combined RCRA and Superfund groundwater remediation project and has provided independent environmental program auditing for large Department of Energy facilities. He currently serves on the board of directors of the Performance Track Participants Association and is chair of the Information Management workgroup.

He received his B. S. in Environmental Engineering from Rensselaer Polytechnic Institute and is a Registered Professional Engineer in Virginia

Christopher C. Gunther, CHMM

Manager, IH Services at EMG in Hunt Valley, Maryland. Mr. Gunther has over seventeen years experience with a broad background in handling chemical, environmental safety hazards, and industrial hygiene. Mr. Gunther's expertise includes asbestos and lead-paint XRF surveys, asbestos and lead abatement project design, inspections and risk assessments, project management, underground storage tanks, site assessments, groundwater/soil sampling, compliance with the Clean Water Act through NPDES permits, site safety plans, environmental and hazardous material sampling protocols and quality assurance programs for environmental assessment services. He has project experience in conducting and managing indoor air quality investigations and assessment.

Mr. Gunther has an extensive background in all aspects of lead and asbestos abatement, air monitoring, sampling, surveying and project management. Mr. Gunther has taught seminars on ergonomics, hearing protection, bloodborne pathogens, PCB's, and toxicology. He also is an expert instructor of Hazardous Waste Operations and Emergency Response (HAZWOPER) courses.

He holds an MS in Chemistry / Health Sciences, and a BS in Chemistry, is a member of AIHA, and the ASTM E50 Environmental Assessment Committee.

Paul L. Howard, CFM, CHMM

Mr. Howard recently retired as an environmental manager with
Verizon for 12 years, managing compliance issues for more than 550 facilities in DC, DE, MD and WV. Paul received his CHMM in January, 1995. He served as a member of the Arlington County - Falls Church - National Airport - Pentagon Reservation LEPC for six years, as a member of the Board of Directors of Clean Air Partners for five years, and has served several terms as Secretary, President and Past President of the National Capital Chapter-ACHMM. Mr. Howard has been a Certified Facility Manager since 1993, (International Facility Management Association) and served as a director of the Capital Chapter, IFMA for five years. Paul has also worked in real estate / facility management, budgeting, management training, and telephone operations during a thirty-one career in the telecommunications industry. Mr. Howard received a BS from Clarkson University.

Fred Koozer, CHMM

Mr. Koozer has over 23 years combined environmental experience in the manufacturing sector with IBM, consulting sector with Daniel, Mann, Johnson and Mendenhall and the regulatory sector with the Commonwealth of Virginia in the Department of Environmental Quality's Petroleum Tank Programs as an Aboveground and Underground Compliance Specialist. Mr. Koozer has experience in biological pesticide manufacturing and registration with EPA. He is well versed in environmental assessments, RCRA permitting, environmental auditing and has presented numerous papers on RCRA and storage tank issues at national conferences.

Mr Koozer has been a Master level Certified Hazardous Materials Manager since 1987 and was a founding member of the National Capital Chapter - ACHMM. He is the current Treasurer of the chapter, and has served terms as Chapter President and Secretary. He holds a Master of Science degree in the Biological Sciences from the Indiana University of Pennsylvania, and.a Bachelor of Science degree in the Biological Sciences from the State University of New York at Albany. Lawrence H. Liden, CHMM

Mr. Liden currently is a Senior Environmental Scientist in Constellation Generation Group, a member company of Constellation Energy. He provides environmental compliance support and guidance to Constellation's electric power generating facilities throughout the United States. Mr. Liden chairs the Low Volume Waste Committee of the Utility Solid Waste Activities Group (USWAG), a consortium of electric and gas utilities, which represents the electric utility industry's interests in US EPA's RCRA and FIFRA rulemaking initiatives.

Mr. Liden has over 25 years of experience in environmental compliance related to electric and gas utility and power generation operations. He has been responsible for developing and implementing hazardous and solid waste and PCB management programs, including permitting RCRA storage facilities, remediation activities related top gas plant operations, training programs, providing hands-on training for utility and generation operating groups' personnel.

Mr. Liden's past experience in aquatic toxicity studies focused on evaluations of power plant operations, including alternate halogen treatments to control biofouling in once-through cooling systems, thermal effects of heated discharges, impingement and entrainment effects, and coal ash leachate toxicity, on aquatic organisms. He has published the results of his work in various technical journals and at regional and national scientific conferences. He has a Bachelor of Science degree in Agriculture (Resource Conservation and Development) from the University of Maryland and attended Tennessee Tech University for graduate work in environmental biology.

Ronald G. Martin, CIH, CHMM

Mr. Martin is an industrial hygienist with the U.S. Department of State. He has over 18 years in most facets of environmental, safety and health (ES&H) assessments, program development, and compliance for a wide variety of governmental and private sector entities. His work has included domestic and international investigations and cleanup at Department of Energy; Department of Defense; petroleum refineries and terminals; heavy and light industry; academic institutions; and biomedical laboratories. Mr. Martin has written, evaluated and updated numerous Storm Water Pollution Prevention Plans (SWP3) and Spill Prevention, Countermeasures and Control (SPCC) plans over his 18-year career.

Mr. Martin has a B.S. from Virginia Tech and has been an active member of the National Capital Chapter of ACHMM where he has served in every office except treasurer.

Regina Mowad, CHMM

Ms. Mowad is a consultant with more than 15 years of experience in environmental compliance. Before becoming a consultant, Ms. Mowad spent 19 years working for Duratek, Inc., a radioactive materials management company headquartered in Columbia, MD. Ms. Mowad has managed a diverse range of projects such as: radioactive liquid waste processing at the Department of Energy Savannah River Site; multi-media permitting and RCRA decommissioning of several industrial facilities in Maryland; plant manager for a specialty ion exchange media production facility; environmental, health and safety plan development, implementation and training; and steam generator corrosion research projects for a university. While working in Columbia, she was a member of the Howard County LEPC. She is the current Secretary of the National Capital Chapter of the ACHMM.

Ms. Mowad has a BS in Chemistry from Gannon University.

R. Thomas Numbers, P.E., DEE
Mr. Numbers, is a Vice President of East Coast Operations for MECX LLC (formerly ManTech Environmental Corporation). He has a BS in Civil Engineering from Lehigh University. His professional experience includes over 27 years of experience assisting clients in the management of hazardous and solid waste management, landfills closures; groundwater and surface water management, stormwater and combined sewer overflow; and PCB and dioxin management issues.

Mr. Numbers has a broad engineering management and regulatory background and comprehensive experience in handling large, multidiscipline hazardous projects. His employment history includes 6 years as a federal regulator at the U.S. Environmental Protection Agency (EPA); 6 years as a manager in a wastewater treatment design and procurement firm; and more than 13 years of hazardous waste management activities including the management of multiple office locations and US regional locations. As a licensed professional in three states, and as a former regulator, Mr. Numbers is frequently called upon to present technical issues to regulators on behalf of potentially responsible parties and to provide expert testimony.

Andrea P. Schuessler, CHMM

Ms. Schuessler has been a CHMM for 15 years and is a co-founder and owner of ChemWorld Environmental, Inc. The 12-year old small business specializes in data validation, quality assurance and chemistry support services. She is currently serving a second 4-year term on the Board of Directors for the Institute of Hazardous Materials Management and served as the Co-Chair of the IHMM Board of Examiners from 1995 to 1998. She currently is the Institute's second representative to the Council of Engineering and Scientific Specialty Boards (CESB). Her work experience includes development, implementation and project management of site-specific work for hazardous waste field investigations, RI/FS and remediation activities.

Ms. Schuessler has 21 years of professional experience in the environmental consulting and environmental chemistry field. She holds an M.E. in Science Education, and a B.S. in Chemistry from State University of New York at Buffalo.

Jai P. Singh, Ph.D

Dr. Singh is a Technical Manager at Quest Diagnostics, Nichols Institute, Chantilly, Virginia. He graduated with a doctorate in Organic Chemistry from the University of British Columbia, Vancouver, Canada. After completing his postdoctoral work at University of California, Davis he moved to Baxter Health Care and worked as Senior Scientist and developed reagents for the clinical diagnosis of infectious bacteria. During his stay at Baxter he worked on Hazardous Waste Management and also provided training to laboratory staff. While working at Life Technologies at Gaithersburg, Dr. Singh developed methods for the preparation of Nucleotides and was awarded a patent. These Nucleotides are the building blocks for DNA and RNA syntheses.

For the past five plus years Dr. Singh has been involved in Hazardous Waste Management and Reagent Development at Quest Diagnostics and has provided guidance on safety and waste management training to the technical laboratory personnel in a clinical laboratory environment. He has also been involved in teaching chemistry at University and Community College level in California and the Washington metro area. Dr. Singh is a member of American Chemical Society and has helped chemists and scientists in hazardous waste related matters. He is an associate member of National Capital Chapter Academy of Certified Hazardous Materials Managers (NCC-ACHMM).

Richard L. Stanford, P.E., DEE, CHMM

Mr. Stanford has 30 years experience in environmental sciences and engineering. He has worked in hazardous waste management since 1980 when he helped develop the U.S. EPA's Superfund Program while employed by the U.S. EPA in Washington, D.C. Following the passage of CERCLA in 1980 Mr. Stanford worked in the Superfund Program as a regional site coordinator for EPA Regions 1, 2 and 5, and later as a technical policy analyst for the Director of the Office of Emergency and Remedial Response. After leaving the U.S. EPA Mr. Stanford worked for several environmental consulting companies assisting both the U.S. EPA and private companies in RCRA, CERCLA and Brownfields projects.

Mr. Stanford is currently President of ATR Associates, Inc., a small environmental firm located in Arlington, Virginia. Mr. Stanford holds a B.S. in Marine Sciences from the University of West Florida, a M.S. in Environmental Engineering from the University of Florida, and an S.M. in Engineering and Applied Physics from Harvard University. He is currently pursuing his Doctorate in Civil (Environmental) Engineering at the University of Virginia. He is a registered Professional Engineer in Maryland, Virginia, and the District of Columbia, a Diplomate of the American Academy of Environmental Engineers, and is a Certified Hazardous Materials Manager (CHMM) at the Master's Level, which he obtained in November, 1998. He is certified for subsurface investigations in New Jersey, is a Registered Environmental Manager in North Carolina, and is an EPA AHERA Asbestos Project Designer.
